Official Language for Communication with the Authority
An application for the issuance of a certificate for a natural person must be submitted in the Czech language, even if it is submitted by a foreign national. Czech is the official language used in security proceedings conducted by the National Security Authority (NBÚ).
What This Means for Foreign Nationals
- All documents must be completed or translated into the Czech language. The application, declaration, questionnaire, and justification of the need to access classified information must be completed in Czech. Written documents such as a criminal record extract, birth certificate, and proof of income submitted in a foreign language must be translated into Czech.
- If a foreign national possesses documents in another language (e.g., criminal record extract, birth certificate, proof of income), they must be accompanied by an official (court-certified) translation into Czech.
- The official translation must be carried out by a certified court translator and include a declaration of translation accuracy, a stamp or electronic signature, and a timestamp if submitted in digital form.
- In cases where the justification for the need to access classified information is submitted by an EU authority, NATO, or another international organization of which the Czech Republic is a member, the justification may be accepted in English, i.e., without translation into Czech.
Practical Tip
If a foreign national does not speak Czech, it is common practice that, with their consent, someone assists them in completing the application.
- Their employer or the responsible person initiating the request
- A legal representative or interpreter, especially during communication with the NBÚ
Procedure for Initiating Security Clearance
In addition to the questionnaire, a foreign applicant must submit:
- A written application for the issuance of the certificate
- A justification of the application confirmed by a responsible person / a security director
- A declaration of release from the duty of confidentiality, a birth certificate, and proof of income for the last 10 years.

How to Log In
You can access the portal using:
- Citizen Identity – e.g. Bank Identity, eObčanka (electronic ID), NIA ID, MojeID
- Data Box – available for both individuals and legal entities
Once logged in, you simply select the type of clearance you wish to apply for. The portal is designed to be secure, intuitive, and user-friendly.
Language Availability
The NBÚ portal for electronic submission of applications is primarily available in the Czech language. This means that all forms, instructions, and the application interface are intended for Czech-speaking users, and all communication is conducted in Czech.
